- An amendment to provide $200 million for a program to provide assistance to communities which are adversely effected as a result of defense spending reductions. The amendment requires the Department of Defense to promptly notify communities which are expected to experience economic dislocations from base closings or defense contract terminations. Those affected communities would be eligible for economic adjustment planning, implementation and worker retraining programs through the Economic Stabilization and Adjustment Council.
