- Purpose
- An amendment to requiring the Secretary of Education to award to a domestic firm a contract made pursuant to the issuance of any grant awarded under the provisions of the bill which, under the use of competitive procedures, would be awarded to a foreign firm; provided that the final product of the domestic firm be completely assembled in the U.S. and, when completely assembled, not less than 51% of the final product be domestically produced. The amendment provisions would only apply if the difference between the foreign and domestic bids do not exceed 6%.
