- 715
- Description
- Amendment sought to delete all base closing provisions in the bill and replace them with provisions to provide the Secretary of Defense with expedited procedures for closing and realigning foreign and domestic military bases.
- Purpose
- An amendment to strike all of the base closing provisions in the bill and replace them with provisions to provide the Secretary of Defense with expedited procedures for closing and realigning military bases. The amendment narrows the applicability of the National Environmental Policy Act to base closings and permanently delegates property disposal authority from the Administrator of General Services to the Secretary of Defense for these specific disposal actions. The amendment also includes a provision to require the Defense Department to formulate and implement a plan for closing overseas bases as soon as practicable after the bill's enactment.
