Amendment provided for a new base closing process that 1) required the Defense Department to submit a five-year force structure plan for each department of the Armed Forces specifying the number and type of units in the active and reserve forces of each such department; 2) required the Defense Department to submit a legislative proposal for a new base closure process that was fair and impartial and was based on the new force structure plan; 3) required a legislative proposal to be submitted for worker retraining and assistance to communities affected by base closings; and 4) prohibited the closure of further domestic bases until Congress approved a new base closure process or until January 1, 1992, whichever came first.

- Purpose
- An amendment incorporating the base closing provisions of the bill which call for a new base closure process. Specifically, the bill contains provisions to: 1) require the Defense Department to submit with its FY 1992 budget request a five-year force structure plan; 2) require the Defense Department to also submit a legislative proposal for a new base closure process that is fair and impartial and is based on the new force structure plan; 3) require a legislative proposal also to be submitted for worker retraining and assistance to communities affected by base closings; and 4) prohibit the closure of further domestic bases until Congress has approved a new base closure process or until January 1, 1992, whichever comes first.
