Amendments en bloc: 1) required the USDA in consultation with the Education Department to establish training and assistance programs for farmers with disabilities; 2) required the USDA to report to Congress with specific proposals to reduce and simplify the paperwork and record-keeping required of agriculture producers and cooperatives; 3) required the USDA to gather from producers a monthly crop report to be printed and distributed monthly during the growing season; 4) amended the Disaster Assistance Act to authorize assistance for clearing and replanting by small timber farmers damaged by Hurricane Hugo and clarified language concerning repeat crops; and 5) added language expressing as the sense of the Congress that recipients of federal assistance provided under the bill should purchase American-made equipment and products in expending that assistance. \ As amended by the English amendment (A052) language was added expressing as the sense of Congress that a sound system of crop insurance was desirable.

- Purpose
- An amendment comprised of several amendments en bloc to require USDA to consult with the Education Department in establishing training and assistance programs for farmers with disabilities, and that the word "physical" be struck from the description of eligible disabled persons; to require USDA to submit a report to Congress containing specific proposals to reduce and simplify the paperwork and record-keeping required of agriculture producers and cooperatives who participate in the federal commodity programs, soil and water conservation programs, and other related programs administered by the USDA; and, to express the sense of the Congress that recipients of any farm subsidy, aid, or other federal assistance provided under the bill should purchase American-made equipment and products in expending that assistance.
