An amendment consisting of a series of en bloc amendments to include compromise provisions on record-keeping by agricultural users of pesticides. Such records would be made available to federal, state, and local agencies with responsibility relating to pesticides. Federal agency access would be controlled by USDA, and state and local agency access by designated state agencies. Information maintained by a government agency would be subject to public disclosure, except the name and address of the producer and the specific location where the pesticide was applied.
