Amendment originally sought to require the Secretary of Agriculture to hold public hearings, conduct a study, and establish a program to adopt standards to govern the production and processing of food labeled as organic. \ As amended by the DeFazio substitute amendment (A039), language was added which established specific national standards for foods labeled as organic; prescribed stricter State standards for production processes and materials, handling, and testing of labeled products for compliance; and established a National Organic Standards Board.
