- Mr. Rostenkowski raised a point of order against the Bartlett amendment (A036). Mr. Rostenkowski stated that the text of the amendment sought to insert new language which correctly falls under the jurisdiction of the Committee on Ways and Means and was therefore not germane. The Chair sustained the point of order.
