Amendment originally sought to limit the amount in farm program payments which individual farmers could receive at $50,000 in deficiency payments and would have limited the amount for marketing loan gains, and Findley payments at $50,000, except that disaster assistance payments would have been capped at $100,000. Total payments for all farm programs would have been limited to $250,000. \ As amended by the Huckaby substitute amendment (A031), farmers as individuals and in partnership with others were limited to receiving $100,000 in deficiency payments, and $100,000 in marketing loans and Findley payments for a total of $200,000 in payments for all farm programs.

- Purpose
- An amendment to establish the following payment limits for each individual who receives federal farm program payments: A $50,000 limit on deficiency payments (including land diversion payments), the same as in current law; a $50,000 limit on marketing loan gains, Findley payments, loan deficiency payments, inventory reduction payments, and resource adjustment payments (the limit would apply to each of these types of payments, for which there are no individual payment limits in current law--although a $250,000 aggregate limit is applicable); a $50,000 limit on wool and mohair program payments; a $100,000 limit on disaster payments; and, a $250,000 aggregate payment limit (payments from all programs may not exceed this amount).
