- Strike section 403 and insert the following: \ SEC. 403. MILK MANUFACTURING MARGIN ADJUSTMENT. \ No state may use a greater allowance than that provided for in Federal programs to establish a Grade A price for milk for manufacturing butter, nonfat dry milk, or cheese.
- Purpose
- An amendment prohibiting any state from establishing a dairy "make allowance" greater than that used by USDA. (A make allowance is a surcharge dairy farmers pay processors to cover the manufacturing costs of producing milk products such as cheese, butter and nonfat dry milk.) The State of California uses a make allowance which is higher than that used by the USDA program, said to contribute to the production of larger surpluses required to be purchased by the Commodity Credit Corporation.
