Amendments: 1) placed restrictions on awarding contracts under this Act to persons or entities domiciled or operating under the laws of a foreign government; 2) prohibited the fraudulent use of "Made in America" labels; and 3) required the Secretary of Housing and Urban Development to award contracts to domestic firms, which under competitive procedures would be awarded to foreign firms, when the final product of the domestic firm would be completely assembled in the United States with 51% of the final product produced domestically, and not more than a six percent difference existed between the foreign and domestic firm bids.

- Purpose
- An amendment comprised of three amendments offered en bloc to prohibit the issuance of contracts to companies in nations that unfairly discriminate against U.S. products or services if such trade discrimination injures U.S. businesses; to prohibit the issuance of contracts to any company that intentionally affixes a "Made in America" label to non-U.S. made products sold or shipped into the United States; and, to give "Buy American" preferences for domestic firms over foreign firms if the final product will be completely assembled in the United States, at least half of the final product will be domestically produced, and the price difference between domestic and foreign bids is 6% or less.
