- An amendment to increase the amount of FmHA lending authority set aside by thge bill for underserved counties from 1.5% in FY 1991 and 3.5% in FY 1992, to 3.5% in FY 1991 and 5% in FY 1992. The amendment also requires that FmHA, in targeting loans for underserved counties, give preference to eligible counties in the Lower Mississippi Delta region.
