Amendments en bloc: 1) made certain technical changes; 2) provided that the Secretary of Agriculture could not exclude irrigated or irrigable acreage not planted in alfalfa when exercising authority under the bill; and 3) required the Department of Agriculture to provide disaster payments to rice producers who are prevented from planting their crops, or whose crop yields are reduced below a certain level, as a result of the adjudication of Indian water rights disputes.
