Amendments en bloc 1) provided for a minimum loan rate for wheat at $2.44 per bushel unless such rate exceeded 80 percent of the five year average market price determination; 2) required the USDA to include irrigated and or irrigable land in any emergency haying and grazing program authorized on land set aside under an acreage reduction program for wheat; and 3) required the USDA to provide disaster payments to wheat producers who were prevented from planting their crops, or whose crop yields were reduced below a certain level as a result of the adjudication of Indian water rights disputes.
