- Mr. Hatcher raised a point of order against the Armey amendment (A011). The amendment violates section 303(a) of the Budget Act because it provides for new budget authority in FY 1991 prior to the Concurrent Resolution on the Budget for FY 1991 being agreed to. The Chair sustained the point of order.
