Amendment, as originally offered, sought to require States, as a condition of receiving grants under the bill, to require the confidential reporting of all HIV test results to State public health officials including information on sexual and intravenous needle-sharing partners of the individual tested. State health officials would have been required to establish a program for partner notification regarding cases of infection. \ As amended by the Rowland of Georgia substitute amendment (A005), language was added which gave each State flexibility in determining and establishing reporting requirements.
