Amendment, as originally offered, sought to provide a 10 percent across-the-board reduction in funds appropriated in the bill. The reductions would not have applied to funds appropriated for International Narcotics Control, or the Export-Import Bank of the United States. \ As amended by the Clement substitute amendment (A007), the across-the-board reduction was reduced from 10 to 2 percent. The exemption from the reduction was also extended to Sub-Saharan Africa Development Assistance, the Peace Corps, Anti-Terrorism Assistance, Migration and Refugee Assistance, Emergency Refugee Migration Assistance, payment to the Foreign Service Retirement and Disability Fund, and the Guaranty Reserve Fund.
