The amendment also authorizes the FAA to make grants to colleges, universities, and non-profit research organizations to conduct aviation safety research and establish regional centers to research issues affecting the long-term growth of civil aviation; includes certain "Buy-American" provisions; and requires the GAO to study the advisability of granting multi-year and non-competitive procurement and leasing authority to the FAA.
