Purpose
An amendment comprised of three amendments en bloc to establish "Buy American" requirements for the new projects authorized in the bill; to require the Commerce Department to declare any person who makes fraudulent use of "Made in America" labels ineligible to receive federal contracts or grants in conjunction with the projects authorized by the bill for a period of three to five years; and, to prohibit the award of contracts or subcontracts for these projects to firms based in, or incorporated under, the laws of any country that maintains a "significant and persistent pattern or practice of discrimination" against U.S. products or services in its government procurement which results in identifiable harm to U.S. businesses.
