Page 59, after line 20, insert the following new section: \ SEC. 514. None of the funds appropriated or made available by this Act shall be used to issue regulations to carry out the amendments made by section 3 of the Immigration Nursing Relief Act of 1989 insofar as such regulations permit the Secretary of Labor (1) to refuse to accept for filing a completed attestation filed under section 212(m) of the Immigration and Nationality Act, or (2) to review in any way such an attestation with respect to which a complaint has not been filed under such section.
