- Purpose
- An amendment to allow the Secretary of Transportation to withhold two percent of the amount required to be apportioned to a State for any fiscal year beginning after 1992, if that State does not have in effect on the first day of that fiscal year a law which requires the suspension or revocation for a period of not less than 180 days of the driver's license of each person convicted for any drug or narcotic offense chargeable under the laws of the State or any other State.
