Amendment: 1) authorized the Department of Commerce to award contracts to domestic firms, which under competitive procedures would be awarded to foreign firms, when the final product of the domestic firm would be completely assembled in the United States with 50% of the final product produced domestically, and not more than a six percent difference existed between the foreign and domestic firm bids; prohibited the fraudulent use of the label bearing a "Made in America" inscription; and 3) restricted the awarding of contracts to companies domiciled in a country which had been cited by the President for discriminating against U.S. products or services.

- Purpose
- An amendment to add three new sections to the bill as follows: Establish "Buy-American" requirements for projects authorized in the bill; Require the Commerce Department to declare any person who makes fraudulent use of a "Made in America" label ineligible to receive federal contracts or grants in conjunction with the projects authorized by the bill for a period of three to five years; Prohibit the award of contracts or subcontracts for projects authorized by the bill to firms based in, or incorporated under the laws of, any country that maintains a "significant and persistent pattern or practice of discrimination" against U.S. products or services in its government procurement, where said discrimination results in identifiable harm to U.S. businesses.
