Page 67, insert after line 10 the following new section: \ SEC. 531. Notwithstanding any other provision of this Act, each amount appropriated or otherwise made available by this Act that is not required to be appropriated or otherwise made available by a provision of law is reduced by 2 percent, except that such reduction shall not apply to amounts appropriated or otherwise made available under title I for items under the heading "INTERNAL REVENUE SERVICE".
