Purpose
An amendment to add four new provisions to the bill which: 1) require additional conditions regarding the restoration of Salvadoran aid and attacks against civilians by the Salvadoran military and the Farabundo Marti National Liberation Front; 2) require military aid to be controlled by the Salvadoran President; 3) require $2 million of the $10 million in the bill for the promotion of democracy to be used specifically for election monitoring; and, 4) require additional information in the President's report to Congress.
