Amendment provided for a phased-in 4 year program after which farmers would be required to pay the full cost for irrigation water provided by the Bureau of Reclamation used to grow surplus crops. \ As amended by the Dorgan (ND) amendment (A010), language was added exempting from the above requirements contracts dealing with the Garrison Diversion Projects in North Dakota. \ As amended by the de la Garza amendments (A011), language was added which exempted crops from the above requirement if the Secretary of Agriculture determined that they were needed to provide a reserve to meet a shortage due to drought or other natural disasters.

- Purpose
- An amendment to phase out federal subsidies for irrigation water used tdo grow "surplus" crops--defined as those crops for which an acreage reduction program is in effect under the federal farm programs. Beginning two years after enactment, all new, renewed, or amended Bureau of Reclamation contracts providing water to grow these crops would require users to pay at least 50% of the full cost of the water. Beginning four years after enactment, all such contracts would require payment of the full cost of the water. The amendment would not apply to contracts for the irrigation of land owned by individual Indians or Indian tribes, nor would it apply to contracts with water districts currently subject to cost-sharing provisions which require them to pay at least 20% of construction costs for the project providing the water.
