- Amendment sought to permit the President to withhold up to 25% of the military aid provided to El Salvador if he determined that El Salvador had not taken steps toward judicial reform, separation of the police from the military, or not reduced and reorganized the military after a peace settlement had been reached.
- Purpose
- An amendment to replace the provisions of the bill regarding El Salvador. The amendment would allow the President to determine whether or not specified actions by the Salvadoran government have occurred which would warrant restricting U.S. military aid. If such a determination is made, the President would be required to withhold up to 25% of the 1991 military aid. The amendment would allow the termination of all U.S. military assistance if the President determines that other actions by the Salvadoran government or military have occurred.
