Purpose
An amendment to replace the provisions of the bill regarding El Salvador. If such a determination is made, the President would be required to withhold up to 25% of the 1991 military aid. The amendment would allow the termination of all U.S. military assistance if the President determines that other actions by the Salvadoran government or military have occurred.
