Amendment, as modified, provided that no exports to the Soviet Union could be made until the President certified that the Soviet Union had entered into negotiations with the elected government of Lithuania and was conducting such negotiations without economic coercion. \ As amended by the Levine of California amendment (A006), language was added stating as the sense of Congress that no exports should be made to the Soviet Union if the emigration of Jews from the Soviet Union was restricted.
