- Amendment directed the Technical Advisory Committees to emphasize the technical differences between controlled products and newer commercially available products when recommending indexing procedures to the Secretary of Commerce for items subject to export licensing requirements, and required the Secretary to rule on such recommendations within 30 days.
- Purpose
- An amendment which changes the bill's procedure for indexing certain classes of items on the Commodity Control List, the Commerce Department's main list of sensitive products subject to export controls. The amendment shortens the time for the Commerce Department's determination on whether to accept the technical advisory committee's indexing recommendations from 45 to within 30 days, unless there is an objection by the head of any other executive agency. The amendment also directs the Commerce Department to require the technical advisory committee to give initial consideration to establishing a percentage based on indexing methods for computers and requires the Commerce Department to report to Congress if a technical advisory committee's recommendation is not approved by the Commerce Department.
