- Purpose
- An amendment to require, to the fullest possible extent, the Secretary of Energy to ensure that at least 10 percent of the Federal funding for the development, construction, and operation of the Superconducting Super Collider be made available to businesses or organizations owned or controlled by socially and economically disadvantaged individuals, as defined by the Small Business Act. The amendment specifically includes historically black colleges and universities and other colleges and universities which have a student body population comprised of at least 20% Hispanic Americans or Native Americans. The amendment would, for the purpose of this Act, deem women to be included as economically and socially disadvataged.
