- Amendment added language which clarified Presidential authority to impose controls on exports from the United States based on foreign policy considerations, among which were: foreign availability, economic cost to companies, and the likelihood of achieving foreign policy objectives.
- Purpose
- An amendment to make it easier to impose sanctions against nations for foreign policy reasons. The amendment would change current law and suggest rather than require that the President evaluate a number of conditions before imposing sanctions.
