- Purpose
- An amendment stating that pre-existing contracts between a united Germany and the Soviet Union which go beyond current CoCom restrictions can be completed, but all new contracts must be made within existing CoCom rules. The amendment also states that Congress recognizes the importance of removing East Germany from the list of countries for which CoCom exports should be controlled. and the Soviet Union or other proscribed destinations should comply with the rules and restrictions of COCOM.
