Purpose
An amendment in the nature of a substitute to freeze budget authority at the FY 1990 levels for both defense and non-defense programs. For FY 1991, the amendment reduces defense budget authority by $14.2 billion (as opposed to $32.8 billion in the Committee budget) and reduces the defense outlays by $9.6 billion (as opposed to $11.5 billion in the Committee budget). Savings in Medicare total $3.2 billion (an increase of $1.5 billion over the Committee position), and FY 1991 revenue increases total $13.2 billion.
