Purpose
An amendment comprised of two amendments offered en bloc, to permit the Commerce Department to increase the maximum federal share for the Economic Development Administration (EDA) grants, from 50% to 80% of the cost of a project, for projects in the most economically distressed areas of the country. The amendment limits grants that may be increased to 25% of the total of the EDA grants made for the year. In addition, the amendment permits the Appalachian Regional Commission (ARC) to increase the maximum federal share for ARC grants, from 50% to 80% of the cost of a project, for non-highway projects in the most economically distressed counties in the Appalachian region. Finally, the amendment limits grants that may be increased to 25% of the total ARC non-highway grants made for the year.
