- Purpose
- An amendment in the nature of a substitute to reduce by $56.4 billion and $27.4 billion the budget authority and outlays, respectively, of the FY 1991 defense funding. Funds saved by these cuts would be diverted to increased funding for various domestic programs. Revenue would be raised through tax increases targeting the very wealthiest individuals and corporations and totaling $19.8 billion dollars.
