Purpose
An amendment to add three additional items to the bill's list of cooperative steps taken by the Endara government to control money laundering in Panama: 1. signing of a counter-narcotics agreement; 2. establishing legal requirements for information for regulatory and legal authorities; and, 3. signing of the U.N. Convention Against Illicit Narcotics Trafficking. The amendment would also add a statement of U.S. policy regarding Panama to the bill which directs the U.S. to pursue "appropriate arrangements" for exchanging adequate financial records of narcotics investigations.
