- Amendment encouraged cooperation between America and Panama in formalizing arrangements concerning the exhange of records on currency transactions; provided mechanisms for obtaining evidence for use in criminal proceedings; and called upon the administration to utilize funds to provide training and equipment to Panama to assist in carrying out agreements designed to end money laundering.
- Purpose
- An amendment to add three additional items to the bill's list of cooperative steps taken by the Endara government to control money laundering in Panama: 1. signing of a counter-narcotics agreement; 2. establishing legal requirements for information for regulatory and legal authorities; and, 3. signing of the U.N. Convention Against Illicit Narcotics Trafficking. The amendment would also add a statement of U.S. policy regarding Panama to the bill which directs the U.S. to pursue "appropriate arrangements" for exchanging adequate financial records of narcotics investigations.
