Purpose
An amendment to require a GAO evaluation of the completed summary project plan and of other Energy Department reports that the bill requires be completed before the $1.17 billion could be made available for obligation. The amendment also requires GAO to evaluate the reports certifying that the magnet assembly tests have been completed successfully, and that commitments have been received for contributions from Texas and foreign sources, and to evaluate any revisions to the summary project plan that are required as a result of the magnet assembly tests. (The bill requires these reports before $5.95 billion would be made available for obligation.) Finally, the amendment requires GAO audits of the annual Energy Department reports on the progress of the SSC and on its finances.
