- An amendment consisting of the text of H.R. 1113, the Office of Environmental Quality Authorization, which passed the House by voice vote on October 10, 1989. The amendment authorizes $3 million in funding for the Office for fiscal years 1991 and 1992 and requires all federal agencies to assess the environmental impact of their actions on areas outside the U.S. The amendment also specifies that current laws requiring the preparation of environmental impact statements shall apply to all federal agencies and independent regulatory commissions.
