- Purpose
- An amendment to provide that the water rights established by the bill are not to be construed as diminishing any rights previously obtained by the Federal Government, and to further provide that said provisions are not to be construed as a precedent for future wilderness or conservation area designations, or an interpretation of any other laws or previous designation.
