Purpose

The amendment authorizes a total of $120 million for fiscal years 1991 through 1993 for a block grant to be distributed to states "for the purpose of supporting, facilitating, and enhancing voter registration activities." Finally, the amendment would make the provisions of the bill effective in FY 1991, instead of January 1, 1993, as in the bill.
