Amendment, as orginally offered, restricted extension of credit by the Export-Import Bank to Angola unless the President certified to Congress that free and fair elections had been held in which all participants were afforded free and fair access; that Angola was seeking to achieve an equitable political settlement of the conflict within its borders; and required certification with respect to the implementation of internationally recognized human rights for all its citizens. \ As amended by the Moody amendment (A003) the language was clarified so as not to be construed as imposing any requirement more restrictive than any requirement imposed generally on all other countries.
