Purpose
An amendment to increase the number of criminal and civil investigators at the new department; to establish a National Enforcement Training Institute (within the DEP Office of Enforcement) to train federal, state, and local lawyers, inspectors, investigators, and technical experts in enforcement of environmental laws; and to establish a dedicated fund within the Treasury, financed by environmental fines and penalties, to fund the hiring of new investigators and the operation of the training institute. The amendment authorizes $5 million in the first fiscal year after enactment to help meet the costs of hiring investigators and establishing the training institute.
