- Amendment in the nature of a substitute sought to elevate the Environmental Protection Agency to departmental and cabinet level and eliminate all other provisions of the bill.
- Purpose
- An amendment in the nature of a substitute which would elevate the Environmental Protection Agency to Cabinet-level status without including those provisions of the bill, which would: establish specific departments on international environmental affairs, enforcement, and pollution prevention and recycling; create a Bureau of Environmental Statistics and related advisory committees and a Commission on Improving Environmental Protection. The amendment would also eliminate the provisions of the bill which restrict contracting out of functions which are "inherently governmental" in nature and delete those provisions establishing new regulations regarding conflict of interests.
