- An amendment to change the bill's negligence standard. The bill provides that liability limits would not apply to spills resulting from "gross negligence or willful misconduct" on the part of the vessel or facility owner/operator which means that they would be fully liable for all cleanup costs and damages in such cases. The amendment would change this standard to simply "negligence".
