- Mr. Smith (IA) raised a point of order against the Ridge amendment (A001). Mr. Smith stated that the amendment offered by Mr. Ridge changed existing law, imposed new duties on the Census Bureau and as such, constituted legislation on an appropriation bill. The Chair sustained the point of order.
