- Purpose
- An amendment to provide that the liability limits in the bill would not apply to any large oil tanker (with a capacity of more than 40,000 deadweight tons) that enters Puget Sound without a tugboat escort--so that the vessel owner would be fully liable for all damages in U.S. courts.
