- Purpose
- An amendment in the nature of a substitute which consists of the text of H.R. 3361 and which authorizes the same amounts as the bill for the Arms Control and Disarmament Agency and the On-Site Inspection Agency; revises the policy language in the bill governing OSIA to comply with the Administration requirements; states that OSIA should receive policy guidance through an interagency process established by the President, and that the Defense Secretary should provide OSIA with policy guidance from the interagency process; specifies that the ACDA Director should provide recommendations to the interagency process; and, in addition, requests, rather than requires, the creation of a working group on arms control verification and a report on a new Implementation and Compliance Bureau within ACDA.
