- An amendment to exempt K-reactor effluent at South Carolina's Savannah River site from the thermal requirements of the Clean Water Act for 10 years and to authorize $40 million in FY 1990 and $62 million in FY 1991 for environmental projects at the Savannah River site. The amendment was modified to reduce the exemption from ten years to eight years.
