- Amendment sought to express as the sense of Congress that the District of Columbia, in order to bring about improvements in the government of the Nation's Capital, should examine its form of government and improve public health, safety and education.

- An amendment expressing the sense of Congress that the D.C. Government should comply with the laws it has enacted. The amendment also recommends that if the D.C. government fails to fulfill its responsibilities, that the House and Senate should consider legislation regarding the health and public safety of D.C. residents.
