Purpose
An amendment to provide for the inclusion of "buy-American" language in the bill. Awarding of contracts to domestic firms would be predicated upon a determination by the Administrator with the concurrence of the United States Trade Representative and the Secretary of Commerce that such an award is required by public interest and meets certain requirements. The provisions of the "buy-American" language can be waived if in any instance such language is found to be in contradiction with existing U.S. trade policies or obligations.
