Amendment to the Dornan (CA) amendment (A001) sought to provide a Federal stipend to each woman who, as a result of the adoption of the Dornan amendment which sought to provide that none of the funds provided in the Act would be used to perform abortions, was unable to obtain an abortion and gave birth to a live child.
Purpose
An amendment to add language to the Dornan amendment which provides that in addition to any other Federal funds provided in the bill, there would be appropriated to the District of Columbia a Federal payment for providing each woman who is unable to obtain an abortion under the provisions of the Dornan amendment, and who gives birth to a live child, a stipend of $1,000 for each month such child is alive and living with such woman up until the time the child reaches 18 years of age. The amendment also directs that the father of any child with respect to whom a payment is made pursuant to this amendment shall be responsible for contributing to the care and support of the child.
